PCIERD  is composed of a Governing Council (GC) responsible for  policy  and  broad management  decisions with the Council Executive Staff as its implementing and support structure. The DOST Secretary sits as Chairman of the GC. The members of the nine-man body include the undersecretaries of Trade and Industry, Transportation and Communications, Public Works  and Highways, four (4) representatives from the private sector  who  represent the industry  and  energy sectors, and the PCIERD Executive Director, who heads the Council Executive Staff.
