The Philippine Council for Industry and Energy Research and Development (PCIERD) is one of the sectoral planning councils of the Department of Science and Technology (DOST). It is mandated to serve as the central agency in the planning, monitoring and promotion of scientific and technological research for applications in the industry, energy, utilities and infrastructure sectors. It has the authority to set and specify research and development (R&D) goals and priorities and rationalize the allocation of available resources for its delineated sectors.

PCIERD was created as part of the reorganized National Science and Technology Authority (NSTA) on 17 March 1982 through Executive Order no 784. Then, on 30 January 1987, President Corazon C. Aquino issued Executive Order No. 128 reorganizing NSTA into the Department of Science and Technology (DOST) to make it more effective and responsive to the scientific and technological needs of the country.

           A recognized leader in the policy formulation, planning and programming of national S&T activities for the industry, energy, utilities and infrastructure sectors

PCIERD Mission    

            To lead and partner with public and private institutions in generating S & T policies, strategies and technologies that will contribute significantly to national economic development

Quality Policy

            We shall set directions for the development of appropriate technologies for application in the industry and energy sectors contributing to the national economic development. To achieve this, we will:

- Formulate policies, strategies and programs for S&T development in industry and energy sectors;
- Allocate government and external funds;
- Monitor and promote S&T research with applications in Industry, Energy, Utilities, Infrastructures and
- Environment Sectors; and
- Generate external funds to support R&D and S&T undertakings.

By:

- Complying to standards, rules and regulations, and other requirements in which we subscribe or as mandated;
- Improving our systems continually; and
- Satisfying and/or exceeding the requirements of our clients.
