GRANTS-IN-AID (GIA)

PCIERD provides Grants-in-Aid for approved research proposals to develop processes, products, equipment prototypes, utilities and services with practical and commercial applications;

The PCIERD Financial and Technical Assistance for Research & Development

The PCIERD assistance scheme for R&D may be provided to any individual or any existing institution from the government, private or academe, with capabilities for R&D in the eight sectoral concerns of the Council.

PCIERD has formulated a separate set of guidelines for private sector participation in R&D projects as stated below.

The PCIERD financial assistance for R&D activities may be availed of by a qualified proponent by accomplishing the PCIERD Form 01-D for R&D Projects/Programs and submitting the form with a letter attachment to the PCIERD Executive Director. The project proposal should be classifiable under the expected outputs identified in the STAND.

Project Proposals Evaluation

Research project proposals will be evaluated according to the following criteria:

  • marketability of product/process to be developed;
  • socio-economic impact;
  • probability of success;
  • contribution to the advancement of S&T;
  • environmental impact; and
  • private sector participation

A project proposal passes through at least four stages of evaluation before it is presented to the approving body - the PCIERD Governing Council - for approval:

  • A project proposal is initially evaluated by a technical staff in consultation with the proponent for clarifications, recommendations, justifications and amendments, after which, the proposal is endorsed to the division for further consideration or for disapproval..
  • The project proposal is then evaluated by the Technical Division with all staff members sitting en banc. The technical division may seek the recommendations of the Technical Advisory Committee (TAC).
  • The Technical Division then decides whether to recommend or not the project proposal for deliberation by the to the Senior Staff which is composed of the Council's Executive Director and the five Division Chiefs.
  • The Senior Staff deliberates on the project proposal, taking into consideration the TAC comments, and decides whether or not the proposal will be presented for approval of the Governing Council (GC).
  • For disapproved proposals, a formal letter is sent to proponent stating the reason for the disapproval.

Upon approval of a project proposal by the GC, PCIERD prepares a Memorandum of Agreement (MOA) which will be signed by authorized signatories.

A proponent may avail of PCIERD financial assistance again for other projects.

Continuing support to scientific and technological services to industry which include testing and quality control services, industrial standards and specifications development, design/production engineering, technical management, consultancy, techno-economic studies, construction and fabrication of prototypes;

PRIVATE SECTOR LINKAGE POLICY

PCIERD calls on the private sector to participate more actively in its R&D activities in order to:

  • provide market-driven directions to research efforts;
  • share risks and benefits between government (PCIERD,RDI's) and the private sector;
  • be able to plan for a project on a long term basis.

The implementing provisions for private sector participation in R&D:

I. Qualifications

  • To qualify, a proponent/applicant must have legal personality and preferably a Filipino citizen or Filipino-owned corporation.
  • The proponent/applicant must be able to contribute at least 20% to the required financial counterpart of the project.
  • The project proposal must fall within the Council’s priority areas.
  • Must have the capability to adopt and commercialize the technology/product developed and market the products/ process resulting from the R&D.

II. Cost Sharing

  • Private sector should shoulder a minimum of 20% of the total project cost less the capital outlay. Any income derived during the R & D implementation period shall be equitably divided according to the party’s contribution to the project. Additional expenses on top of the agreed project cost shall be credited cumulatively to the party's share of contribution.
  • Private sector contribution may be in-cash or in-kind such as manpower, equipment, material supplies, etc. Cost of in-kind contributions shall be agreed mutually based on prevailing rates/prices.
  • Each non- expendable item purchased in the project wholly by a party as part of its contribution shall remain its property thereof. These may be donated to the project for furtherance of its objectives.

III. Terms and Conditions

  • Upon completion of the R&D, the private sector participant or his assignee should formally signify intention to commercialize the technology within three (3) months and must be able to commercialize within one (1) year. Failure to do so shall mean that the Council has the right to enter into contract/agreement with other interested parties in connection with the technology.
  • In case the project reaches commercialization stage, the proponent/applicant shall be granted exclusivity on the technology for five (5) years from the date the cooperator started to commercialize.
  • In case the technology is commercialized by a party other than the original cooperator, the contribution of the original cooperator in the conduct of R& D shall be reimbursed with interest based on the rates prevailing at the time the MOA was executed.
  • PCIERD shall have the right to suspend or discontinue the funds to the project in case of violations of any of the provisions in the project MOA. Exclusivity rights of the proponent/applicant shall be forfeited.
  • The proponent/applicant shall not transfer his or her rights and privileges to any party without PCIERD approval.
