            The Philippine Council for Industry and Energy Research and Development (PCIERD) is one of the sectoral planning councils of the Department of Science and Technology (DOST). It is mandated to serve as the central agency in the planning, monitoring and promotion of scientific and technological research for applications in the industry, energy, utilities and infrastructure sectors. It has the authority to set and specify research and development (R&D) goals and priorities and rationalize the allocation of available resources for its delineated sectors.
            PCIERD was created as part of the reorganized National Science and Technology Authority (NSTA) on 17 March 1982 through Executive Order no 784. Then, on 30 January 1987, President Corazon C. Aquino issued Executive Order No. 128 reorganizing NSTA into the Department of Science and Technology (DOST) to make it more effective and responsive to the scientific and technological needs of the country.

            To lead and partner with public and private institutions in generating S & T policies, strategies and technologies that will contribute significantly to national economic development

Quality Policy

            
We shall set directions for the development of appropriate technologies for application in the industry and energy sectors contributing to the national economic development. To achieve this, we will:

Formulate policies, strategies and programs for S&T development in industry and energy sectors;
Allocate government and external funds;
Monitor and promote S&T research with applications in Industry, Energy, Utilities, Infrastructures and
Environment Sectors; and
Generate external funds to support R&D and S&T undertakings.

By:

Complying to standards, rules and regulations, and other requirements in which we subscribe or as mandated;
Improving our systems continually; and
Satisfying and/or exceeding the requirements of our clients.

DUTIES AND RESPONSIBILITIES

Executive Director

1. Takes primary responsibility for the formulation, recommendation to the Council, and implementation of approved policies, plans, programs and projects, rules and regulations as needed for the effective functioning of the secretariat.

2. Harnesses resources made available to, or at the disposal of the PCIERD; establishes standard operating procedures; plans, programs, directs, coordinates and controls the operational and administrative activities of the Council secretariat with the possible combination of effectiveness, efficiency and economy.

3. Promotes and maintains a close coordination between Gov't and private sectors engaged in R&D/technology Dev't services activities.

4. Approves/signs vouchers, checks, purchase orders, contracts and other documents according to approved authority schedule.

5. Attends local and foreign conferences, meetings and seminars, negotiate and work out technical assistance programs from developed countries in the different specialized fields within the sector served.

6. Gives special attention to maintenance of morale, discipline and the dev't of a highly motivated and cooperative, well-coordinated work force and see that this is consistently implemented at all levels.

7. Performs functions delegated by the Council and delegates authority for the performance of any management function as prescribed by existing applicable laws and regulations.

Deputy Executive Director

1. Assists the Executive Director in the formulation, recommendation to the Council, and implementation of approved policies plans, programs and projects, rules and regulations as needed for the effective functioning of the Secretariat.

2. Assists the Executive Director in promoting and maintaining close coordination between government and private sector engaged in Research and Development/Technology Development Services activities.

3. Assists the Executive Director in harnessing resources made available to, or at the disposal of the PCIERD; establishing standard operating procedures; planning, programming, directing, coordinating and controlling the operational and administrative activities of the Council secretariat with the possible combination of effectiveness, efficiency and economy.

4. Attends conferences, meeting, seminars, etc.

5. Performs the duties of an Executive in his absence.

6. Approves/signs vouchers, checks, purchase orders, contracts and other documents according to approved authority schedule.

7. Performs such other related duties as pertains to the office of a Deputy Executive Director and those that may be assigned to him by the Executive Director/Council.

Chief-Science Research Specialist

1. Responsible to the Executive Director for long-range planning of Energy and Utilities research and development program.

2. Plans the over-all program of energy and utilities system.

3. Directs, coordinates and supervises the execution of the technically sound overall program.

4. Provides technical assistance and policy guidance to Energy and Utilities Program.

5. Reviews and assesses the strategies to reflect Council objectives and priorities.

6. Acts as link to the administration of Council's programs supporting university researchers and other agencies both in public and private sector.

7. Administer financial support program on the development projects.

8. Performs other related duties as pertains to the Office and those that may be assigned to him by the Executive Director and/or Council.


ORGANIZATIONAL CHART



Office of the Executive Director (OED)

consists of three units - manpower, planning and environment - implement human resource development and institution building policies and strategies in support of the National Technology Agenda

Industrial Technology Development Division (ITDD)

plans, develops, evaluates and monitors R&D programs and projects relating to new processes and products with socio-economic potentials for commercial production

Energy, Utilities & Systems Technology Development Division (EUSTDD)

plans, develops, evaluates and monitors R&D programs and projects relating to investigation of conventional and non-conventional sources of energy, housing and infrastructure, and transportation

Industry Relations and Information Division (IRID)

maintains information systems and disseminates and promotes R&D results and outputs

Finance and Administrative Division (FAD)

plans and programs all aspects of financial requirements of the Council's R&D activities, grants and cooperative agreements

GOVERNING COUNCIL

  PCIERD  is composed of a Governing Council (GC) responsible for  policy  and  broad management  decisions with the Council Executive Staff as its implementing and support structure. The DOST Secretary sits as Chairman of the GC. The members of the nine-man body include the undersecretaries of Trade and Industry, Transportation and Communications, Public Works  and Highways, four (4) representatives from the private sector  who  represent the industry  and  energy sectors, and the PCIERD Executive Director, who heads the Council Executive Staff.

TECHNICAL PLANNING AND REVIEW COMMITTEES

Introduction/Backgrounder

The Task Force on Science and Technology Development which President Corazon Aquino created on 11 August, 1987 was given the mission to formulate a Science and Technology Plan to enable the Philippines to become a Newly Industrialized Country (NIC) by the year 2000.

In order to provide continuing mechanism in the implementation of the S&T Plan, the Presidential Task Force recommended the institutionalization of twelve (12) Technical Panels into Technical Planning and Review Committees (TPRC).

Functions
In accordance with PCIERD, the following functions shall be undertaken:
  • Define and recommend national research priority rograms and projects of the Sector to ensure maximum contribution to national development;
  • Recommend action plans in specific areas of assignment that will respective sectoral concerns;address
  • Review, formulate and recommend guidelines, policies and programs on R&D, human resources and infrastructure development in industry, energy, utilities and infrastructure sectors;
  • Identify funding sources/mechanisms to support the proposed action plans and;
  • Review and monitor the effective implementation of sectoral S&T programs.

Expected Outputs

  • S&T Programs/Projects of the Sector
Each of the sector will identify and prioritize programs and projects with significant contribution to national development.
  • S&T Action Plan
This shall include the detailed progrma of activities that will be undertaken by the sector.
  • S&T Policies
This shall include policies and guidelines on technology generation and utilization, manpower and infrastructure development, and technology promotion and dissemination.
  • Appropriate Institutional and Infrastructural Mechanisms
This shall indicate mechanisms that will link relevant institutions/agencies (government, academe, and private sector) in undertaking the plans and programs in the identified "Eight (8) Leading Edges" as well as the appropriate funding source and requirements.
  • Appropriate Monitoring System
This shall include guidelines and mechanisms for the effective monitoring and assessment of status of sectoral S&T programs/projects.

The Technical Planning and Review Committees (TPRC) embodies the principal planning strategy of PCIERD. Each committee has formulated action plans and programs.
