“I was assigned as PAGASA OIC Administrator for three months only so I would rather follow the orders of DOST Secretary Mario G. Montejo and focus on the urgent tasks assigned to me”. This was the statement of DOST Undersecretary Graciano P. Yumul after the press conference held in PAGASA, together with DOST Secretary Montejo and PAGASA Deputy Director Dr. Nathaniel Servando. It was his second day as PAGASA OIC on 10 August.
Asked about the marching orders from the DOST Secretary, Dr. Yumul said that he will look into the overall management side and not the technical side because this is the assignment of Dr. Servando. His statement clarifies issues that he is taking over as Chief Meteorologist. In taking charge of the management side, Dr. Yumul will go by the list of things to be done per order of DOST Secretary Montejo. Foremost of these is the assessment of the programs and projects currently undertaken by PAGASA particularly on the installation of additional equipment which were sourced from ODA (Official Development Assistance) funds.

Almost every year, the country faces water sustainability issues as part of the El Niño or dry spell seasons. In collaboration with researchers and innovators in the country, the Philippine Council for Industry and Energy Research and Development (PCIERD) of the Department of Science and Technology (DOST) increased its efforts to provide timely and practical solutions to these problems.
In a recently completed project, Dr. Antonio F. Mateo of the AMECOS Innovations, Inc., developed the Innovative Rain Water Harvesting System (IRHS). The IRHS collects, stores and purifies rainwater into clean, purified water that can be used practically for household and industrial needs. The IRHS can reduce the demand for fresh water needs for bathing and cleaning, regularly supplied by water utility companies. It is a simple and easily adaptable and a creative intervention in response to the impending water shortages.

The establishment of research and testing facilities is part of the S&T Plan of the Department of Science and Technology. This is seen to redound to capacity building of researchers and scientists. For two years, the UP-National Institute of Geological Sciences (UP-NIGS) worked for the realization of the much-needed modern equipment and facilities that would allow them to analyze or characterize earth materials and many other materials. This came to fruition with the conduct of a project that undertook the geochemical, mineralogical and geophysical characterization of Philippine ores and related deposits. The Philippines has a long mining history and the classical and more common types of deposits have been found. However, finding the less obvious or “blind” deposits, understanding the whole process of ore formation, transport of metals and fluids as well as the underlying rock structures need more sophisticated approach.
